Job opportunity: Need Assessment Consultant‎

Introduction:

Hebron University has received a grant from the Quality Improvement Fund’s (QIF) Education to Work Transition Project in partnership with the Ministry of Education and Higher Education and funded by the World Bank for the project entitled: “Enhancing the Competitiveness of the College of Finance and Management Students by offering Professional Tracks” ,This project is designed to establish three tracks for the two programs: Actuarial Analysis, Procurement and Supply Management, and Entrepreneurship and Project Management, in addition to curriculum adjustments within the limit allowed by AQAC. Some courses need to be modified with certain life and entrepreneurial skills to be added, in addition to real training in the labor market.

There is a need also to establish a Business Centre equipped with modern tools for students' training with the establishment of 2 Practice Firms.

Assignment Objective:

Hebron University is considering the selection of a highly qualified Need Assessment Consultant to be responsible for the following tasks and responsibilities:

  • Create a survey plan and conduct a comprehensive study about the needed competencies and skills by the local market for Finance and Management specializations.
  • Design, implement and manage all needed activities to analyse and identify the actual situation of the college courses and markets needs and requirements.
  • Conducting Interviews with graduates and related Institutions. This should help in clarifying the qualifications of the graduates, the obstacles that they face at the market, and what should be the qualification of a successful graduate in order to integrate easily in the labour market after his/her graduation, and the degree of satisfaction of the employer for each field.
  • Identify the gap of competencies and skills acquired by the program students and those needed by the labor market thus ensuring the continuity and competitiveness of our graduates.
  • Recommend intervention methodologies that bridges the gap identified by market analysis study.
  • Recommend the needed systems and software to establish the Business Centre.

Deliverables:

  • Prepare an Updated Action Plan
  • Submit Final Comprehensive Report documenting all the studies conducted, including but not limited to: implemented activities, results, findings, recommendations, current needs of the market, and satisfaction in each specialization.
  • Recommendations about the qualifications and intended learning outputs that every graduate should acquire while studying in order to succeed in the labor market after graduation.
  • Recommendations about Intervention methods to fill the gab approved by steering committee.
  • Assessment tools and procedures’ manual to track market needs.
  • A presentation of the report to HU.

Qualifications & Skills:

  • Master Degree in Accounting, Business, Finance, or any other relevant field.
  • Minimum 5 years’ experience in higher education institutions with at least conducting two similar assignments.
  • Proven ability to identify training needs and support development of programs.
  • High level of integrity as demonstrated personally and professionally.
  • Excellent written and verbal communication skills.
  • Excellent organizational skills and detail-oriented approach to documentation.
  • Ability to work under pressure.


Level of effort and time frame: the expected level of effort is about 60 hours within the period from (Jan 2019) till (April 2019)
